Your Win Condition

Vladimir is at a permanent disadvantage to Urgot because he is a scaling champion. The goal is to always keep attacking him and punish him when his Q is coming up.

General Strategy

You must consistently pressure him; if you allow him to play a sustained lane, you lose. Rush Black Cleaver to become too tanky for him.

Trading Patterns

Never get hit by his empowered Q. When his Q (Transfusion) minigame is coming up, that is when you want to E him, as he will be animation locked. If you E him, immediately Ignite, and wait for him to come out of the pool before ulting. If you ult immediately after E, you will miss your R if he has tenacity. If you are fast, you can E-Flash-R-Ignite him, and since his W (Pool) costs HP to cast, he will put himself into the kill threshold while pooling.
