You have an advantage against Pantheon at all stages of the game. Your goal is to demolish his tower and pressure the map while he is roaming.
General Strategy
Pantheon wants to roam out of the top lane. Rush Demolish if you expect him to roam.
Trading Patterns
Pantheon W is bufferable. You can press E and grab Pantheon out of mid-air during his W or hit him with the stun and then flip him. If you dodge his empowered Q, Pantheon has no significant way to damage you. Be careful: Pantheon's empowered E makes him invulnerable to all sorts of damage, which can deny your execute (R) if mistimed.
Wave Management
You need to pressure his tower and take Demolish if he roams.
Their Win Condition
Pantheon wins by successfully roaming and impacting the rest of the map. He can deny your execute with empowered E.
