Quinn Win Condition
E-canceling his
Q (Decimating Smash) charge when it is less than one second charged. Shredding his high HP with armor penetration items.
Sion Win Condition
Landing Q knock-up (if charged for >1 second). Using 
R (Unstoppable Onslaught) for a devastating engage.
General Strategy
Sion is annoying. Play aggressively and maintain the push. Blade of the Ruined King rush is effective due to his HP.
Be cautious: if he charges 
Q for over one second, it becomes a knock-up, and E'ing him will cancel your E. If you kill him while his passive is up, Q (Blind) his passive form to prevent him from clicking on you.
Trading Patterns
If he starts channeling Q, E him instantly to cancel Q (it goes on a 2-second cooldown). Get damage off for those two seconds and then back off. If he charges Q for the minion wave, do not E-cancel; keep auto-attacking him until he launches it. If you have to deal with hisR, Flash it, as it is a "very tough champion" if he lands it.
