General Strategy
Quinn is a very good counter to Sett. Always let him pull you in. Sett'sR range is only 400 units, while your auto range is 525, so maintaining spacing prevents his ultimate.
Tier 2 boots rush (Berserkers) helps significantly with speed to kite him. If you can trade flashes, do it, as his Flash-ult is his biggest threat.
Trading Patterns
If he misses E, use your E aggressively. If he lands E (pulls you in): E him instantly -> auto (Harrier proc) -> and immediately walk back. This fast combo dodges his follow-up 
W damage every time. Use 
Q (Blind) to prevent him from using 
R (ult).
