General Strategy
Quinn is a very good counterpick to Renekton. Be super aggressive level one. Only vault after his second dash.
You can build early boots (Berserker's Greaves rush) to make the matchup "unplayable" for him due to speed disparity. Pros sometimes run Cleanse to counter his Flash-Empowered 
W stun combo.
Trading Patterns
If he dashes once on a minion and then uses the second dash on you, E him mid-dash. HisW stun will start, but your E will still knock him back, neutralizing his trade. If you stay at max auto-attack range, he will be out of range after his first dash, forcing him to use both dashes if he wants to reach you.
