R (Ragnarok) and subsequent slow resistance/speed.
Olaf Win Condition
Landing 
Q (Axe Throw) repeatedly, then engaging with R + Ghost to run you down for three seconds or longer.
General Strategy
Run Phase Rush for high slow resistance. Blade of the Ruined King rush is recommended because it steals speed and shreds his health/Stridebreaker rush. Play aggressive 1-5.
Use Ignite aggressively to proc Nimbus Cloak speed and Phase Rush, even against his Ghost. Always ensure Phase Rush is up when near him.
Trading Patterns
Level 1-5: You can 
E aggressively on him; even if he Qs you, Phase Rush negates the slow, allowing you to get a free trade. Post-six Combo: Ignite -> 
Q -> E (without an auto attack) to proc Phase Rush immediately. This gives you slow resistance and speed, allowing you to run away and stall for three seconds until hisR expires. If he is farther away, Q -> Auto -> Ignite, then save E for when his R expires, using E to re-engage after his ultimate is down.
Wave Management
If he is hard to deal with, look for roams, as he cannot follow you due to no TP.
