Q (Leap Strike) in mid-air every time he tries to engage.
Jax Win Condition
Landing 
E (Counter Strike) stun, typically using Flash to guarantee the stun after you E him back.
General Strategy
Run Press the Attack. Build cooldown reduction items (like Essence Reaver/Navori Quickblades) to get more E usage against hisQ spam. Jax almost always starts E. The only way Jax can counter your E is by flashing immediately after you knock him back, securing the stun.
Trading Patterns
Level 1: Play aggressive. Auto him while hisE is charging (Harrier won't be consumed but refreshes). When E ends, proc Harrier and go for a PTA trade.
Level 2+: Only use E to counter hisQ dash. If you successfully E-cancel his Q, immediately re-engage for a 4-5 second PTA trade. After the trade, back out of his Q range completely until your E is back up.
