General Strategy
Run Press the Attack or Fleet Footwork (if scared). Level 1: Be cautious; a good Gangplank can all-in and kill you with 
Q, passive speed, and ignite. You out-scale him hard once you hit one or two items. Gale Force is good for dodging barrels and assassination.
Trading Patterns
Only walk into hisQ range if you know you can trade back instantly: Q him -> auto-E-auto-auto to proc PTA, then immediately walk back into a bush to drop minion aggro. Your E can dodge his barrels: E him right when the barrel explodes, which hits his body while you are still dashing/bouncing, canceling the damage. Use your range to detonate his barrels before he can.
Wave Management
Always push into Gangplank; do not let him shove into you, as he will poke you to death under tower.
