Run him down when his Phase Rush is on cooldown (if applicable). Win the trade by buffering spells through his flip.
General Strategy
D-Blade, Ghost, and Flash. Play for early game priority. You can rush early Tiamat to match his proxy power. Do not panic if he proxies, as you can also proxy.
Trading Patterns
You can buffer your Q and E through his flip animation. If he has Phase Rush, use the two-trade rotation (one to proc PR, one to kill).
Wave Management
Get priority. Hit the wave a lot, even if he is gassing it up as it comes in.
