Win the all-in on the second rotation of Q, when his Phase Rush is on cooldown.
General Strategy
D-Shield, Ghost, and Flash. Give him early priority, but hit the wave often to match levels. Rush Ionian boots first, then Stridebreaker. Avoid Hexdrinker.
Trading Patterns
Two trade rotation: Q and run at him (to proc PR), run away. Then Q, pop Ghost, and commit to the all-in. Use Flash to follow his Flash. If you Ghost at him, he will E-W-Zoom, but you can still catch up.
Wave Management
Let him push you in slightly, but try to get level two at a similar time. You can go early Tiamat to crash waves effectively.

Using Phase Rush to kite you. Utilizing ultimate to escape your all-ins.
