Your Win Condition
The lane is difficult to win outright; your goal is to proxy, spread your lead around the map, and get Ravenous Hydra. If you must kill him, utilize the two-trade Phase Rush pattern.
General Strategy
I recommend D-Blade with TP and Ghost. Gragas is a 'meatball' that is hard to kill and usually takes Phase Rush. Rush Ravenous Hydra first to easily tank his damage.
Trading Patterns
If he has Phase Rush, use a two-trade pattern: Q and run at him (to proc PR), run away, then Q and commit to the all-in when PR is on cooldown. Never just Q and pop Ult if Phase Rush is available.
Wave Management
Play for proxying and crashing big waves.

Using Phase Rush to disengage from your all-in. Being a durable tank with high wave clear.
