Your primary goal is to survive the treacherous level one and two phase until you have all three basic spells. Once you hit level three, the lane becomes significantly more manageable. Long-term, you win by outscaling her with a focused ability haste build, such as Riftmaker into Cosmic Drive, and using your ultimate to deny her escapes.
Camille Win Condition
Camille excels at punishing Mordekaiser early, winning the trade before he obtains his full three basic spells. Her main strength throughout the lane is her mobility via Hookshot (E), which she uses to escape any time Mordekaiser attempts to stick to her. Her ability to win relies on capitalizing on early kills or XP advantages, allowing her to hit level two and three faster than Mordekaiser.
General Strategy
The overall strategy is to play the lane slowly and defensively in the early stages. You must respect Camille's early level advantage, especially if she has gained extra XP or a kill. Unlike many matchups, you should not prioritize Rylai's Crystal Scepter here, as Camille can simply use her Hookshot to jump away every time you attempt to pin her down with the slow.
Instead, the recommended approach is to focus on an ability haste-focused setup. Riftmaker is advised as a strong first-item spike, followed perhaps by Cosmic Drive. This build synergizes well with passive scaling runes like Gathering Storm.
Trading Patterns
Camille has the advantage before Mordekaiser reaches level three, as she will win the trade at levels one and two. Once Mordekaiser achieves level three, he can begin to win out against her. When engaging, your ultimate becomes a critical tool, as it is necessary to prevent her from escaping when you commit to an all-in. Due to the high mobility of Camille, successful trading often relies on hitting narrow windows to use defensive abilities, such as pressing 
W at the precise moment it comes up to turn around a fight.
