Leblanc Win Condition
You can win this lane and outplay Vex, but the primary goal is preventing the game from going long, as compositionally, this is a nightmare against champs like Mundo. You win by taking small, win-oriented trades and consistently chipping away at her health.
Vex Win Condition
Vex wins by capitalizing on your mobility; her passive allows her to hit you hard whenever you dash, effectively punishing your core mechanic. If she lands her ultimate, she has high kill threat.
General Strategy
Since Vex's passive counters dashing, start 
Q instead of 
W, as your trades will revolve around Q poke. Do not take W first because dashing in is "just asking to get shit on in the trades". If you are far ahead, you should still run Certain Impact instead of Taste of Blood.
You must immediately apply pressure toward the objective side of the map (
E. g. , bot side to stack drakes) because the margin for error is extremely low.
Trading Patterns
Trading involves using non-committal Q poke and W usage. Use your W to avoid her abilities. If she is pushed up and you have full combo, use the RW into QW combo, which is "very effective". Be aware that you can get collapsed on easily if you overplay a simple trade.
Wave Management
You must hard push the wave immediately to maximize lane pressure. You must continuously keep pressure to prevent the opponent from getting a lead, but be aware that sometimes, even if the wave state is bad, you are forced to move to support your team.
