General Strategy
3Q>E Ghost is viable to really punish and kite him. Garen has no gap close on you. When he q’s onto you, q him and kite back. Sorcery is recommended since this should be an easy lane. Rush cull and boots asap.
Trading Patterns
Don’t trade with Garen early, as he will outsustain you with his passive and out damage you. Just farm until six and look to poke him with autos. You outscale him so you don’t need to engage onto him.
Wave Management
You want the wave near your turret so he can't effectively get on you with ult. Post six, you can keep the wave in the middle so you can poke him more effectively. Try not to push the wave when you are farming with q.
Their Win Condition
Garen should look to hard trade when he gets berserkers greaves. He should look to trade ults since your ult is on a longer cooldown than his. He can try to gap close with nimbus cloak and ignite which you can counter with ghost.
