Dodge his spells and then look to trade. All-in at 6 when he is at 70% health when he does not have his w or e.
General Strategy
Look to dodge his q and es in lane for easy trades. Do not engage when his w is fully charged. Do not all-in when you get pulled. Do not let him push you in in the early game. Rush Sheen>Sunderer and play on your item spikes
Trading Patterns
Try to bait his spells out by getting in range briefly and then getting out. When he wastes his pull or q thats your window to trade on him. Remember to use your counterstrike to block his autos so he does not get his passive off. If he gets it off early in a fight, you likely are losing the trade.
Wave Management
Avoid getting shoved in early. Use your level 1 strength to take control of the waves by forcing trades on him with counterstrike. To do this sit in the top bush near his turret and then trade aggressively with counterstrike. 3 wave shove into a cheater recall is good.

Poke with q and take extended trades with e. All-in and ult when he lands pull and you are 70% health.
