Bait out his
E and punish the resulting cooldown window. Acquire Riftmaker, which is a key item spike.
Jax Win Condition
Win trades aggressively at Level 1 using E. Get the 
W auto attack proc (Grasp).
General Strategy
Be extremely passive Level 1 because of hisE. You want Jax to hard shove the first three waves. Rush Riftmaker first (unless you are turbo ahead). Only fight him when his E is down.
Use 
W to tank hisW and 
E damage. Tabi boots are a good buy later for damage reduction. Potion usage is very useful in this matchup.
Trading Patterns
Start E at Level 1 to bait and E away from hisE. Use E to "Edge" him (then run) to mitigate hisW and E damage. Trade only on your
Q cooldown.
If he jumps in without hisE, punish him heavily. If he jumps in, punish when E is down, then kite back; yourQ should come back up to destroy him.
Wave Management
You want him to hard shove the first three waves, creating a favorable laning position for you. After the initial waves, hard shove with stacked Q. When you get a lead, never push the wave; back off and let him lose waves while he is dead. If you have the push, relax and poke; if he has the push, relax and farm.
