General Strategy
Use Ghost movement speed to run out of his E. You should aim to win this matchup easily. Against a Phase Rush Garen, the lane is less farmable but still winnable. Rush Ninja Tabi's.
Trading Patterns
Do not E him if he has already started spinning (E), as Eing him makes you the closest target, maximizing the spin damage. Q or W him before his Q connects, then use Ghost to run out of his E. Once his E is gone, 'he literally has no damage'. Be cautious of his Level 6 ignite/ultimate execute.
Wave Management
Slow push a massive wave into him, then pull off a freeze; Garen has 'zero way of breaking that freeze'. The long lane created by a freeze makes it easier to catch him when his Phase Rush runs out.
Their Win Condition
Winning trades using Phase Rush to disengage after Q-Auto-E. Executing Darius with R at Level 6.
