Your primary win condition in this matchup is simply to free farm and scale. Ornn is fundamentally a tank, and as Camille, you are a hyper-mobile bruiser who can clear waves faster than he can, meaning he should never be able to get an item lead over you. By effectively farming, you ensure you dominate the side lane later in the game. Eventually, the matchup becomes a demonstration of superior side lane game knowledge, with Camille naturally having the advantage.
Ornn Win Condition
Ornn's main goal is to become a "really big engage" for his team in 5v5 scenarios. In the lane itself, the sources suggest that Ornn should never realistically be able to win a 1v1 unless he is an item ahead, which should be avoided due to your superior wave clearing capability. He wins short trades if he successfully lands the Brittle passive or if you fail to manage the wave and allow him safe recall access.
General Strategy
The general approach to facing Ornn is to treat this as an utterly free and straightforward tank matchup. You should aim to maximize your scaling. You are advised to start with Doran's Blade.
The core of the strategy revolves around maximizing the value of your
W (W) poke while managing the wave carefully. Later in the game, when facing his ultimate (R), you want to only use your Hookshot (E) to dodge the charging ram. When fighting him, only use your ultimate (R) when the ram from his
R is close to him, as this prevents him from having enough time to recast it to hit you.
Trading Patterns
Early game, particularly Level 1, is described as really hard to trade with him. You should instead just take W and poke him slowly whenever it is off cooldown. You generally want to wait until Level 3 to look for more extensive engagements. Once you engage, you must instantly "work behind him" when he uses his
W (Searing Breath), because Ornn's W only applies the Brittle passive on the last tick.
If you dodge that final tick, you negate most of his damage, making the trade favorable. If Ornn attempts a cheesy trade by starting 
E and following up with QE, you must use your Hookshot (E) instantly to cancel his charge, which is easy to time due to its high wind-up. If he manages to use W into E, you must avoid the combo, and if you cannot, you should immediately Ult the E to mitigate damage and disruption.
Wave Management
When poking Ornn with W early on, you need to make sure you do not push the wave. After starting Doran's Blade, you should utilize a slow push for the first three waves, then push out the fourth wave. The source advises prioritizing rushing Triforce after getting your starting item and potentially a second Doran's Blade, avoiding Tiamat initially because it uses component gold that could be dedicated to Triforce components.
