Camille's win condition is crystal clear: dodge Illaoi's
E (Test of Spirit) at all costs. If Illaoi misses her E, she is "not a champion" and loses the 1v1. Furthermore, you win by using your ultimate (R) to dodge her ultimate (R). Successfully pushing the lane so she is closer to her tower makes you safer.
Illaoi Win Condition
Illaoi wins the lane by forcing you to stand under your own tower, which the source describes as the "most unsafe place you can be" in this matchup, because you must expose yourself to last hit minions and she can easily land herE (Test of Spirit) on you. If she successfully pulls your soul and lands a Tentacle Smash, she automatically wins the trade.
General Strategy
Never let Illaoi push into you. Never leash your jungler or the opponent may gain priority and snowball too hard. If she hits herE, you must disengage immediately via Hookshot (E).
After successfully dodging herE, you have a large window to engage and punish her. When she uses her ultimate, you must dodge it with your ultimate. This prevents her from spawning additional tentacles within the ring.
Trading Patterns
If you are on the blue side, you can attempt a Level 1 
Q start cheese (Auto-Q-Auto) which forces her to use her Corrupting Potions. If the cheese fails, or if you are not blue side, start 
W and constantly spam W poke. At Level 2, take 
E, and if you can hookshot onto her, it is a favorable trade. At Level 3, aim for a "Super Shot" combo: hug a wall, hookshot, auto-Q, and immediately work back with W.
Never commit to an extended trade, as landing the E means she wins. Do not waste damage or time trying to kill tentacles while actively fighting her, as the tentacle smash will still go through. To maximize your chances of dodging herE, run straight onto her (left or right) instead of wiggling back and forth.
Wave Management
You must push the lane; you never want to let her push into you. You should opt for Executioner's Calling after your first core item (Triforce) to severely cut her healing. It is important to rush Triforce, followed by Death's Dance, before upgrading Tiamat (if you bought it).
